Phase One Regulations Under the Retirement Homes Act

The Ontario government has filed Phase One regulations under the Retirement Homes Act. The regulations were posted for public review and comment from February 22 to April 8.

We thank all those who took the time to review the proposed regulations and submit feedback.

We received more than 60 submissions from organizations and individuals and made several amendments to the regulations based on the thoughtful comments we received.

Phase One regulations include:

  • Care and safety standards - resident care plans, food safety, falls prevention, requirements for emergency and evacuation plans, and mandatory staff and volunteer training.
  • Resident rights and protections - abuse-prevention measures and requirements regarding residents’ financial matters.
  • Definition of a retirement home - minimum of six residents per home and exemptions for premises governed by other provincial legislation.
  • Licensing, inspection and enforcement - requirements for retirement home licenses, complaints procedures, and information to be kept on a public register of retirement homes.

Phase One regulations are not yet in force. Proposed timing for the implementation of the requirements established by these regulations and the Act is set out in Phase Two draft regulations, which are expected to be posted shortly for public consultation.
